Xiuwen promotes ecological progress during 14th Five-Year Plan

Xiuwen county has advanced environmental governance during the 14th Five-Year Plan period (2021-25) and consolidated the outcomes of the eco-civilization development model it has been adhering to.

At the start of the 14th Five-Year Plan, Xiuwen earmarked special funds to prioritize ecological governance. It promoted the restoration of 48 bauxite mines with historical issues and urged operating mines to follow the principle of "mining, governance, and restoration simultaneously".

To date, the county has completed the governance of over 5000 mu (333.33 hectares) of mine areas, achieving the restoration of ecological functions, the transformation of economic value, and the elevation of social benefits.

Xiuwen has made efforts to protect its blue sky, clean water, and pure land, and has enhanced solid waste management and rural environmental improvement, driving enterprises, including Shougang Guiyang Special Steel Co, to complete the transformation of ultra-low emission projects.

The rate of excellent air quality days in Xiuwen stood at 97.3 percent in 2021, 99.1 percent in 2022, and 98.1 percent in 2023. The last reading in 2025 was also 98.1 percent.

Xiuwen has cultivated 15 green manufacturing enterprises at the municipal level and above. These are driving the leap from industrial civilization to ecological civilization through technological innovation and model transformation.

Xiuwen will advance the development model of ecological civilization construction during the 15th Five-Year Plan period (2026-30). It will also promote the implementation of ecological and environmental projects, carry out the tough battle against pollution, rectify prominent ecological and environmental problems, and strengthen the law enforcement and supervision of the ecological environment, while also accelerating the construction of a multi-level, multi-functional, and network-based natural ecological spatial pattern.
