The sixth session of the 17th People's Congress of Xiuwen County convened in Xiuwen on Feb 4 with 169 deputies attending.

Zhang Chuanhao, head of Xiuwen county people's government, delivered the government work report during the session. The report consists of three parts: a review of the work carried out during the 14th Five-Year Plan period (2021-25) and in 2025, the goals and major tasks for the 15th Five-Year Plan period (2026-30), and the key work planned for 2026.
Over the past five years, Xiuwen has seen a steady rise in its overall strength and a firm consolidation of its development foundation, achieved an optimized and upgraded industrial structure with initial outcomes in coordinated development, and witnessed an accelerated agglomeration of innovation-driven impetus and initial breakthroughs in fostering new quality productive forces. The county has undergone profound changes in its urban and rural landscapes, with simultaneous improvements in functional quality. It has built an ecological barrier with a clearer emphasis on green development and continuously improved the wellbeing of its people.
Zhang said that the main goals for 2026 are: to increase the regional gross domestic product (GDP) by around 6 percent, with the primary, secondary, and tertiary industries growing by about 5 percent, 8 percent, and 5 percent, respectively; to raise general public budget revenue by around 3 percent; to increase the added value of industrial enterprises above the designated size by around 9 percent; to grow fixed asset investment by around 5 percent; to boost total retail sales of consumer goods by around 5 percent; to raise the per capita disposable income of urban and rural residents by around 5 percent and 6 percent, respectively; and to create 6,000 new urban jobs.
